TOWN OF WILSON CREEK
REGULAR CITY COUNCIL MEETING
May 14, 2020 – remote/online meeting via Zoom

Council Present: Mayor Kevin Newland, and Councilmembers Scott Mortimer, Raymond Kelby, Debbie Moore, and Keith Jensen. Staff Present: Kaci Anderson.

  1. Open Meeting: Mayor Kevin Newland called the meeting to order at 6:01 pm.
  2. Approval of Minutes: Motion made by R. Kelby, seconded by K. Jensen, and carried to approve the minutes for the regular meeting on April 9, 2020.
  3. Public Comment: None.
  4. Council Concerns: None.
  5. Reports
    1. Mayor’s Address: Mayor Newland discussed the following:
      1. The backhoe is up and running. We still have not received an invoice from Ben Lutz with Overall Diesel. Additional repairs were completed. Ben will try to clean or replace the screen on the transmission.
    2. Maintenance/Public Works Report: Mayor Newland discussed the following:
      1. None.
    3. Clerk/Treasurer Report:
      1. Motion made by K. Jensen, seconded by D. Moore, and carried to approve the Town’s current fiscal status and to pay the May 2020 bills as follows:

  6. Old Business: None.
  7. New Business:
    1. Mayor Newland reported there is a person residing in the building next door to Town Hall. They have been there more than 20 days, past the originally stated 14 day quarantine time. Mayor Newland asked for the council’s advice and guidance after discussing details of person(s) residing in commercially zoned buildings/properties. K. Anderson clarified that city code, etc., states that residence is not permitted on commercially zoned properties. Mayor Newland questioned whether the council would want to get the town’s attorney involved at this point. S. Mortimer suggested looking at other options, such as county code enforcement or Northwest Code Professionals, prior to contacting the attorney. The council questioned whether further discussion of this or related incidents would qualify to be discussed in detail in an executive session at future meetings. K Anderson will check the RCW.
    2. Review of Livestock Permit Application: Mayor Newland viewed the location and stated it looks pretty well done, doesn’t look like it will interfere with neighbors, etc. There are five chickens and he has no objections. The Council expressed no concerns. Motion made by K. Jensen, seconded by R. Kelby, and carried to approve the livestock permit application as presented.
  8. Adjournment: Motion made by R. Kelby, seconded by D. Moore, and carried to adjourn the meeting at 6:25 pm. The next regular council meeting is Thursday, June 11, 2020, at 6:00 pm.
