TOWN OF WILSON CREEK
REGULAR CITY COUNCIL MEETING
June 10, 2021 – remote/online meeting via Google Meet

Council Present: Mayor Kevin Newland, and Councilmembers Scott Mortimer, Jerrod Johnson, Raymond Kelby, Debbie Moore, and Karl Hinze. Staff Present: Kaci Anderson.

Regular Council Meeting – 6:00 pm

  1. Open Meeting: Mayor Kevin Newland called the meeting to order at 6:00 pm and led with the Pledge of Allegiance.
  2. Oath of Office – Mr. Jerrod Johnson: Mayor Newland administered the Oath of Office to Mr. Jerrod Johnson for council position 3.
  3. Approval of Minutes: J. Johnson noted a correction needed changing “warrant” to “warranty” under section E(2)(ii). Motion made by D. Moore, seconded by J. Johnson, and carried to approve the minutes for the regular meeting on May 13, 2021, with correction as noted above.
  4. Public Comment:
    1. Guest Teresa Garay requested park use for July 3, 2021.
  5. Council Concerns and Issues:
    1. Council discussed possible repairs to the teeter totter at the park, instead of removal.
    2. S. Mortimer questioned the future of the recycling program, as he will not be a Wilson Creek School District employee next year. Council discussed requirements to continue the program.
    3. K. Hinze requested a meeting time with Mayor Newland and any other interested councilmembers to tour Town facilities to learn about infrastructure and services provided.
  6. Reports
    1. Mayor’s Address: Mayor Newland shared the following:
      1. The street striper is running but in need of parts. Council discussed the benefits to repairing the current striper versus purchasing a new one.
      2. Mayor Newland recently met with a member of the Grant County Economic Development Council Board of Directors. Due to unavoidable interruptions, the meeting was not as productive as hoped. Another meeting is planned with the board member and board president.
      3. Mayor Newland is awaiting a confirmed date from the Army Corps to visit and discuss the levee. The Town’s engineer with Century West will also be looking into surveying the levee.
    2. Maintenance/Public Works Report: Nothing additional to report.
    3. Clerk/Treasurer Report
      1. Bills, Checks & Electronic Withdrawal: Motion made by S. Mortimer, seconded by D. Moore, and carried to approve the Town’s current fiscal status and pay the June 2021 bills as follows:

  7. Old Business: None.
  8. New Business:
    1. Variance Request: Mayor Newland supplied a written statement requesting a temporary variance to reside in an RV on a resident’s property. Motion made by S. Mortimer to grant John J. Moore a 6-month temporary variance to reside in an RV on Ms. Walker’s property, seconded by J. Johnson, and carried to approve. D. Moore abstained from the vote.
    2. Building Permit Expiration/Time Limit: According to information found by the clerk, the current expiration limit for building permits is three years. After discussion, consensus by all councilmembers was reached that a limit of one year would be satisfactory, in which property owners must pass a final inspection within one year of permit issue date, otherwise the permit will expire and a new permit would need to be purchased at original cost.
  9. Adjournment: Motion made by D. Moore, seconded by K. Hinze, and carried to adjourn the meeting at 6:59 pm. The next regular council meeting is Thursday, July 8, 2021, at 6:00 pm.
