TOWN OF WILSON CREEK
REGULAR CITY COUNCIL MEETING
October 13, 2022 – remote/online meeting via Google Meet

Council Present: Mayor Robert Herron, Councilmembers Jerrod Johnson, Raymond Kelby, Karl Hinze. Council Absent: Councilmembers Debbie Moore, and Scott Mortimer.  Staff Present: Kaci Anderson.

Public Hearing

  1. Open Meeting: Mayor Robert Herron called the meeting to order at 6:01 pm and led with the Pledge of Allegiance.
  2. Citizen Complaints Against Councilmember: Mayor Herron announced the public hearing portion of the meeting has been postponed due to the town’s attorney’s inability to attend due to illness. Councilmember J. Johnson asked the council to consider holding a special meeting for the public hearing on Wednesday, October 19, at 6:00 pm. K. Anderson will confirm the attorney’s ability to attend and schedule and post special session according to state requirements. J. Johnson requested copies of handwritten notes he learned were posted at Town Hall and the bulletin board next to the Post Office late this summer. K. Anderson will scan and email them.

Preliminary Budget Hearing

  1. Review 2023 Preliminary Budget: K. Anderson presented expenditures budgeted for 2023. Council discussed reallocating $5,000.00 from account 001-518-90-48 General Government Repairs & Maintenance to account 001-553-60-41 Weed Control.

    J. Johnson asked the online meeting attendee to state their legal name, as their username did not reflect their identity. K. Anderson read online the RCW/Open Public Meetings Act, which states people need not register their name to attend an open government meeting.

Regular Council Meeting

  1. Approval of Minutes: Motion made by K. Hinze, seconded by R. Kelby, and carried to approve the minutes for the regular meeting on September 8, 2022.
  2. Public Comment: Mr. Roy Hancock asked if someone could talk to a specific resident about burning.
  3. Council Concerns and Issues:
    1. K. Hinze inquired about the status of the insurance claim on the old water reservoir building. The Town received an insurance payment so demolition and/or repairs can be paid for. Council discussed filling or covering the hole, and possibility of surplusing building materials.
  4. Reports
    1. Mayor’s Address and Maintenance/Public Works: Mayor Herron shared that Hochstatter Electric inspected the power at the park gazebo, confirming there is power service. Replacement and/or new installation may be required next year. He is performing daily checks at the main well now.
    2. Clerk/Treasurer Report
      1. Bills, Checks & Electronic Withdrawal: Motion made by R. Kelby, seconded by K. Hinze, and carried to approve the Town’s current fiscal status and pay the October 2022 bills as follows:

  5. Old Business:
    1. Ordinance 440: Flood Damage Prevention: After discussion, motion made by J. Johnson, seconded by K. Hinze, and carried to approve Ordinance 440: Flood Damage Prevention.
    2. Amateur Radio Repeater – R. Odorizzi: Council has questions for Mr. Odorizzi but he was not in attendance, therefore a vote was not taken on approving his request to place an amateur radio repeater at the airport. Motion made by K. Hinze, seconded by J. Johnson, and carried to table the matter until more information is received from R. Odorizzi.
  6. New Business:
    1. 2023 Preliminary Budget: Motion made by K. Hinze, seconded by J. Jerrod, and carried to approve the 2023 preliminary as adjusted during the budget hearing.
  7. Adjournment: Motion made by R. Kelby, seconded by K. Hinze, and carried to adjourn the meeting at 7:03 pm. The next regular council meeting is Thursday, November 10, 2022, at 6:00 pm.
